A familiar entrepreneur always told me that no matter how many times he called his colleague, who was basically working in the home office, he always heard some background noise. His colleague was either sitting on public transportation, or in a cafe, or just driving somewhere, or in a gym, and so on. In the meantime, the work really didn’t go either, so it wasn’t about the colleague doing his commitments at his own pace in the evening, early in the morning. This is a problem because in this case, the employee violates the psychological contract he or she has with the employer. The latter assured him that he would work in a position more favorable to him, but he actually equated the home office with paid leave. A similar example from a manufacturing company: Every time a boss put his foot out of the factory, everyone immediately caught on to something else.they despise why the leader is so strict with them.

A more common case is when an employer breaches a psychological contract. For example, there is an unwritten rule in most organizations that if an employee does the job assigned to him or her fairly, in return he or she may sooner or later advance in his or her own career . Whether an employer actually promotes a well-performing employee is not an obligation under a formal contract, yet, if the promotion is not made, he or she loses that colleague in an envelope.

We often find in psychosocial risk assessment that cooperation between managers and employees is not violated within the formal framework, but at the level of the psychological contract, thus poisoning the culture of the given group, making the parties cynical and alienated from each other.

This is where we arrive at the coronavirus. The epidemic period in many organizations decided whether the importance of employee well-being was an empty duma, perhaps a mere employer brand building, or a real intention behind it.Under current law, an employer has a wide margin of discretion as to how to treat its employees during such a period. There are many activities that can be done online in the same way as in the form of presence with the help of modern technology tools. It is also relatively easy to solve the dilemma of whether the co-worker who has stayed at home is doing enough, as this is partly - mostly? - managerial responsibility: are the tasks well defined, are they appropriate in time and quantity, are there checkpoints, are there a target against which progress can be measured?

Consider the case where the activity can also be done online and the leader can track well whether there is really a substantial amount of work going on! Even in these cases, an employer can say that he does insist on on-site, attendance work. According to the formal contract, you have every right to do so, as you can go to work at the moment, the curfew restrictions do not apply to going to work. However, under the psychological contract that exists in most organizations, the employer has a duty to protect the health of its employees, which includes not exposing them to unnecessary risks.

For example, when workers in a coronavirus-at-risk group are forced by a worker to continue to go to work despite the fact that their work - or lack thereof - is transparent, they kick up the psychological contract. The question is, do you anticipate the long-term consequences of this? Are you also aware of the fact that a breach of a psychological contract often results in less committed workers who only meet the mandatory minimum thereafter?

Coronavirus-like crises are also serious tests of how seriously employers and employees think about tacit cooperation agreements. Does the employer really think seriously that human resources are the most valuable resource, and does the employee seriously think about his or her commitment to be a useful member of the organization even if he or she does not have in mind? This is a test that neither party wants to fail, because what is said about the resumption of a psychological contract is what is said about the resumed relationship: "when heated, only the stuffed cabbage is good!"

U.S. citizens who wish to return to the United States should make commercial arrangements as soon as possible unless they are prepared to remain abroad for an indefinite period. The U.S. government has no plans to arrange repatriation flights in Hungary at this time.

  • Hungary has 114,778 cases of COVID-19 within its borders. Number of deceased: 2,493.

  • As of November 4, a state of emergency went into effect.
  • As of November 5, a partial curfew is in effect. From midnight to 5 a.m. everybody is required to stay indoors, whether at home, at a temporary home, or an accommodation. The only exceptions are for commuting to and from work, and in case of health needs or health emergencies.
  • General rule is that physical distancing of one and a half meters is to be kept, and face masks – only medical and textile masks that cover the nose and mouth are accepted – are mandatory when shopping, on public transport, in taxis, at public transport stations, waiting rooms and stops, in hospitals, social institutions, doctors’ offices, and also in theaters, cinemas and shopping malls. The regulation applies to everybody, with the exception of children under six. Those who breach the rule will be fined or excluded from travel. In cases of resistance, police can be summoned.
  • Public areas, parks, shops, shopping malls, and markets are open.
  • Restaurants, cafés, bars, and hotels are open. Food service must close at 11 p.m. Masks must be worn at restaurants, bars, and food service points and can only be removed during meals. Clubs are closed.
  • Cultural institutions, such as libraries, museums, zoos, cinemas, and theaters are open.
  • Universities may be open provided that physical distancing is observed, but the rector has the ultimate right to decide. Visiting student residences is still prohibited.
  • Visits to health care and social care institutions are banned.
  • From October, schools and kindergartens can only be entered after the body temperature has been measured. The feverish child must be separated, and the parent or guardian must be notified immediately.
  • Open-air cultural and sporting events (e.g. open-air theater, cinema, circus, exhibition, literary event) can be attended in accordance with epidemiological rules. The wearing of masks at open-air cultural and sporting events is mandatory. Spectators may occupy only one in three seats, shall not sit directly behind each other and shall maintain a distance of at least 1.5 meters between them. An outdoor event is defined as a program that takes place for the entire duration outside a walled, covered building on all sides, or during which spectators are protected by a tent (such as a circus tent) due to the weather, or those that are enclosed by a wall built for the event or take place in an uncovered or partially covered facility (e.g. stadium, swimming pool, outdoor stage, outdoor cinema). No events with open seating may be held, and no one may attend an event without assigned seating.
  • Mass events of more than 500 people are banned. Worship services can be held, and civil marriages and funerals can also be held at a protective distance. Family events and weddings of less than 200 people can be held.
  • Budapest’s Liszt Ferenc airport is open.

    For departing passengers with cancelled flights, travelers should check carrier schedules for the latest updates and work directly with the carrier or travel agent to arrange or reschedule travel.
  • The U.S. Embassy in Budapest offers appointments for some American Citizens services, to include passports and Consular Reports of Birth Abroad. Please refer to our U.S. Citizen Services page (https://hu.usembassy.gov/u-s-citizen-services/) for an appointment. In case you need to travel to the U.S. in the next seven days please come to the Embassy to submit an application for an emergency passport. Entry and Exit Requirements:

  • Are U.S. citizens permitted to enter? Yes, under certain circumstances.
  • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes.
  • Are health screening procedures in place at airports and other ports of entry? Yes.

As of July 15, 2020, the Government of Hungary introduces entry restrictions.  Countries are classified into “red”, “yellow” and “green” categories, based on the severity of the COVID situation in each.

  • Hungarian citizens and their relatives can enter Hungary from a “green” country without a health check. A Hungarian citizen coming from a “yellow” or “red” country will be subjected to health checks at the border and must be quarantined for 10 days. An exception to this is if they can credibly show two negative coronavirus tests 48 hours apart in the previous 5 days. A Hungarian citizen coming from a “yellow” country may be released from quarantine after the first negative coronavirus test, but if coming from a “red” country, two negative tests are required.
  • In the case of non-Hungarian citizens, those coming from a “yellow” country can enter under the same conditions as Hungarian citizens, but it is not possible to enter Hungary from a “red” country.
  • Categories and countries (as of August 31, 2020):
  • “Red” Countries: All foreign countries are red.
  • “Yellow” Countries: Currently, no countries are yellow.
  • “Green” Countries: Hungary is the only green country.
  • Hungarians returning from abroad – or those family members who live abroad – may be subject to mandatory health examinations, and if it is proven that they are infected, they must go into quarantine at home or in the hospital. Hungarians returning to Hungary will have to enter a 10-day quarantine, no matter which country they are coming from. Hungarians can leave quarantine only after two negative COVID-19 test results. Separate rules apply to those who cross the border for work on a daily basis. Exemptions will be granted to Hungarians and citizens of neighboring states, defined by the foreign minister, who live within 30 kilometers of the state border. Such persons living on either side of the border may enter or leave Hungarian territory for up to 24 hours but may not leave the 30-kilometer strip.
  • Foreigners without a residence permit will be banned from entering Hungary, effective September 1. Travel for business purposes and military convoys are possible, and there will be a humanitarian corridor.
  • Others allowed into Hungary are:

– athletes or sports professionals with work in Hungary,

– those on official visits,

– freight forwarders,

– those who can verify that they have had the coronavirus in the past six months,

– those whose presence is necessary for official proceedings ongoing in Hungary,

– those who are pursuing business activities, students in Hungary,

– those who are invited to a family event, such as weddings, funerals or baptisms,

– those taking part in sports, cultural or church events,

– those who must care for a relative at home.

Those who have other reasons for entering Hungary must submit a request in English or via a lawyer.

Movement Restrictions:

  • Is a curfew in place? Yes. From midnight to 5:00 am.
  • Are there restrictions on intercity or interstate travel? No.

Quarantine Information:

  • Are U.S. citizens required to quarantine? Yes.

A 10-day quarantine is currently required for all international arrivals from “red” or “yellow” countries. Please see “Entering Hungary” above for additional information.

Fines for Non-Compliance:

Ez az áttekintés a felsőoktatásban folyó nemzetköziesedés főbb jellemzőit tekinti át, néhány adattal bemutatva a globális folyamatokat, valamint a legújabb kutatási eredmények alapján az aktuális magyarországi helyzetet.

A nemzeti felsőoktatás-politikákat szerte a világon jellemzi a felsőoktatás nemzetközi jelenlétének ösztönzése, támogatása[1]. De az államközi folyamatok (például a felsőoktatásban ilyen a bolognai folyamat, amely egy harmonizált európai felsőoktatási térség létrehozására irányul[2] – már jóval túlterjeszkedve Európa földrajzi és politikai határain) és a különböző nemzetközi szervezetek (köztük az Európai Közösség) is szorgalmazzák a felsőoktatás kínálatainak és szolgáltatásainak globális terjesztését, és ennek érdekében komoly támogató programokat indítanak (nálunk legismertebb az Erasmus+ mobilitási program[3]). Ebből a folyamatból Magyarország sem marad ki. Ugyanakkor kutatások azt jelzik, a felsőoktatás sikeres részvétele a nemzetközi folyamatokban erősen függ az alap- és középfokú oktatás minőségétől.

 

A nemzetköziesítés hajtóereje

Mi áll a nemzetköziesítés általános támogatása mögött? A piacok, a termelés terén létrejött globális versenyben az elmúlt évtizedek során egyre nagyobb szerepet kapott a tudás, először tudásgazdaságról beszéltek (amikor az előállított javak és szolgáltatások egyre nagyobb hányadát tette ki a tudás), ma pedig már tudás, sőt tanulás társadalomról van szó, amikor a társadalomszervezésben a tudás, illetve az egész életet átfogó és minden területre kiterjedő tanulás alapvetővé vált a gyors környezeti változásokhoz való sikeres alkalmazkodás érdekében. Ma már nem csak a nyugati világ szívja el a legjobban képzett munkaerőt a világ többi régiójából; a dél-kelet ázsiai és a dél-amerikai régiók gazdasága is fejlett annyira, hogy igényli azt a magas szintű szakértelmet, amelyet leginkább a felsőfokú képzés keretében lehet megszerezni. Így aztán már a képzett munkaerő iránt is egyre nagyobb a verseny.

Az egyes országok egyre többet tesznek annak érdekében, hogy oda vonzzák és ott is tartsák a legtehetségesebb fiatalokat: enyhítik a vízumszabályokat, ingyenes vagy kedvezményes tanulási lehetőségeket kínálnak, ösztöndíjakat adományoznak, támogatják a végzés utáni letelepedést és a munka világába való átmenetet. Kiderült, nagyobb sikerrel lehet valamennyi helyben tanulás után maradásra bírni és letelepíteni a külföldieket, mintha végzést követően próbálnák meg elcsábítani őket.

Az eddig a nyugati országok fő „vadászterületeinek” számító régiók a tehetséges fiataljaik, kiképzett szakembereik elszívása ellen különböző technikákkal igyekeznek védekezni. Egyrészt fejlesztik saját felsőoktatásukat, hogy felvegye a versenyt a nyugati egyetemekkel; régiós szövetségi rendszereket hoznak létre, és azon belül maguk is igyekeznek vonzóvá válni (ez látható például Kína esetében); komoly infrastrukturális fejlesztésekkel és szabályozással (pl. adókedvezményekkel) olyan kiválósági csomópontokat (hubokat) hoznak létre, amelybe odatelepülnek a világ legjobb egyetemei, hogy a kiemelt lehetőségekkel élve helyben kínálják képzéseiket, helyben végezzenek kutatásokat. Az olaj utáni időkre készülve például az Öböl menti országok rendkívül nagyszabású ilyen akadémiai központokat hoznak létre, de egyes afrikai országok is ezt az utat járják.

Mindez azzal is jár, hogy a hagyományos mobilitási mintázatok megváltoznak: csökken az amerikai felsőoktatás népszerűsége, egyre többen mennek tanulni a Távol-Keletre, ahol Ausztrália egyre erősebb versenybe kerül Kínával.

És ahogy nekünk Európa, úgy másoknak a helyi régiók nyújtanak lehetőséget: Malajzia és Szingapúr elsősorban a közel-keleti országok fiataljainak, Kuba a Karibi-térség és az egykori afrikai szocialista országok hallgatói számára kínálnak vonzó képzéseket, így válva regionális felsőoktatási központokká[4].

 

Az egyetemek részvétele a nemzetköziesítésben

Az egyetemek, saját éthoszuk mentén, de az állami támogatásokat is igénybe véve, a világ egyre több részébe exportálják képzéseiket, együttműködve helyi egyetemekkel, vagy kihelyezett (ún. branch) campust létesítve, vagy beköltözve az előbb említett kiválósági hubokba. Ebben leginkább az angol, amerikai és ausztrál egyetemek vittek úttörő szerepet (ma az Egyesült Királyság egyetemein tanuló külföldiek többsége nem az Egyesült Királyság területén lévő egyetemeken tanul, hanem az angol branch campusokon szerte a világban)[5], és mintájukat más országok is követik. Ma bárhová nézünk is a térképen, mindenütt találunk a helyi egyetemek mellett számos külföldit is.

A képzések, campusok exportálása csak egyik oldala a nemzetköziesítésnek. További jellemző megoldás, ha külföldi partnerekkel közös képzéseket indítanak az egyetemek, ami lehetővé teszi saját értékeik és a helyi sajátosságok beépítését is a programokba. A külföldi hallgatók vonzása nem csak a tandíjakból elérhető extra bevételekről szól. Egyes országok komoly támogatásokat adnak a külföldi hallgatóknak – vagy az őket fogadó egyetemeknek –, mert úgy gondolják, hogy ez a hosszú távú gazdasági és kulturális kapcsolatépítés stratégiai eszköze: a később hazatérő kiképzett szakember karrierje során majd hasznosítja a külföldön megszerzett, az adott ország működésére, gazdaságára, kultúrájára vonatkozó tudását és főként a kapcsolati tőkéjét. Mindez azt is igényli, hogy a fogadó egyetemek olyan tanulási és lakhatási környezetet teremtsenek, amelyben egy külföldi hallgató is gond nélkül képes eligazodni és eredményesen tanulni. Ez nem csak az angol nyelvű képzéseket és angol nyelvű szakirodalom biztosítását jelenti, de a tanulás minden aspektusát érinti, a tájékoztatások, szabályzatok, a szolgáltatások idegen nyelven való elérhetőségét, az oktatók, a tanulást támogató és a jóléti szolgáltatásokat működtető szakszemélyzet képességét az idegen nyelven való kommunikációra éppúgy, mint a gyakorlóhelyeken, laborokban, épületekben elhelyezett feliratok két vagy többnyelvűségét. És az egyetem környezetében, a befogadó városban is „túl kell tudni élnie” a külföldi hallgatónak.

A külföldi tanulás, a világlátásból, más kultúrák megismeréséből származó tapasztalatok és ennek lévén kialakuló többlet képességek is egyre fontosabbak, ezért nagyon sok egyetem épít be tantervébe ajánlott vagy épp kötelező külföldi részképzést. Bár ez annyira nem elterjedt a világban, mint Európában az Erasmus+ program révén, mégis jelentős a részképzéses hallgatói mobilitás.

Viszonylag újabb fejlemény, de egyre inkább terjed a nemzetköziesítésről való gondolkodásban az anyacampuson történő nemzetköziesítés: azon hallgatók számára, akik valamilyen oknál fogva nem tudnak vagy akarnak külföldi képzésen részt venni, anyaintézményükben, tanulmányaik során biztosítják a nemzetközi „élményt”. Ez részben a tananyag nemzetközi szempontok szerinti összeállításával, számukra idegen nyelvű kurzusok tartásával, a campuson tartózkodó külföldi hallgatókkal való találkozási, együtt tanulási alkalmak biztosításával lehetséges. Ez utóbbi mozzanat különösen fontos: a külföldi hallgatók elkülönített oktatása (amire sajnos még van példa szép számmal) sem a külföldi, sem a hazai hallgatók számára nem előnyös.

 

Hazai változások a nemzetköziesítésben

A magyar egyetemek is egyre inkább nemzetköziesednek. A korai nemzetközi diákcsere akcióknak és  európai programoknak köszönhetően már a 90-es években is volt lehetőségük a magyar hallgatóknak külföldi részképzésekre, ami azóta egyre szélesebbé és könnyen elérhetővé vált. Megjelentek a külföldi hallgatók is, elsőként az orvosi egyetemek angol nyelvű képzésein, majd egyre szélesebb körben. Korábban a Campus Hungary, majd a Campus Mundi európai projektek támogatásával, illetve a Stipendium Hungaricum kormányzati program révén pedig az elmúlt évtizedben rendkívül látványos fejlődés ment végbe. Ma már szinte minden magyar egyetemen van több, általában angol nyelven elérhető program külföldi hallgatók számára. Mivel a magyar hallgatók száma demográfiai okok miatt csökken, az egyetemeknek lehetőségük van az így felszabaduló helyekre külföldieket fogadni. Egyre általánosabbá válik a külföldi hallgatók aktív toborzása, külföldi hallgatói fórumokon, vásárokon való részvétellel, erre szakosodott ügynökségek szolgálatainak igénybe vételével, de van olyan egyetem is, amely saját nemzetközi toborzó hálózatott hozott létre és többfelé képviseleti irodákat nyitott.

A magyar egyetemek komoly lépéseket tettek campusaik idegen nyelvűvé tétele érdekében, ma már megszokottak a kétnyelvű feliratok, rendelkezésre állnak a külföldi dákok számára angol nyelvű tájékoztatók, honlapok, tanulmányi segédletek, szabályzatok; az oktatók mellett egyre több nem oktató dolgozó, a tanulmányi adminisztrációban, a szolgálatások nyújtásában közreműködő alkalmazott beszél jól angolul. A tanulmányok mellett számos kulturális programot szerveznek a külföldi hallgatóknak, és sok helyen működik ún. buddy system, azaz angolul beszélő magyar hallgatók mentorálják, segítik a külföldi hallgatók beilleszkedését és tanulását a hazai környezetben. Több egyetem – elsősorban a régióközpontokban működő sokkarú tudományegyetemek – már a tanulmányokon túli hétköznapi életvitel támogatására is figyelnek, a városok vezetőivel egyeztetve elérték, hogy e városok is felismerjék a külföldi diákok jelenlétének – akár jelentős települési bevételekben is realizálódó – előnyeit, és lépéseket tegyenek életük megkönnyítésére, és angol nyelven is elérhetővé tegyenek egyes városi szolgáltatásokat (pl. tömegközlekedés, lakáskiadás).

A magyar egyetemek az állam ösztönzésére elkezdtek külföldön – sajátosságként elsősorban a határon túli magyar területeken – képzéseket kínálni, külföldi egyetemekkel partnerségben közös képzéseket indítani, campusokat vagy gyakorlóhelyeket létrehozni. Ezek egy része tehát magyar nyelven folyó külföldi oktatás. A határon túli magyar területekről magyar felsőoktatási intézmények magyar képzéseire is jelentős – bár évek óta csökkenő – számban érkeznek fiatalok. Nem mindig egyértelmű, hogy őket a külföldi hallgatók közé számítsuk-e vagy sem: amennyiben a külföldi hallgatókat állampolgárságuk alapján regisztráljuk, akkor feltétlenül; ha tanulási jellemzőik alapján, akkor semmiképp.

Külföldi egyetemek is szép számmal vannak jelen Magyarországon, bár kínálatuk, hallgatóik száma meglehetősen csekély. Inkább a hazai egyetemekkel közösen kínálnak sajátos képzéseket, képesítéseket. Versenyhelyzetet generálva, szolgáltatásaikat másféle megközelítésben kínálva fontos tanulási, minőségfejlesztési esélyt nyújthatnak a hazai felsőoktatásnak.

 

Magyar hallgatók külföldön és külföldi diákok a magyar egyetemeken

Magyar hallgatók nagy arányban vesznek részt külföldi felsőoktatási képzéseken. Egyrészt vannak, akik a középiskolát követően azonnal külföldre jelentkeznek és nyernek felvételt. Az így külföldön tanulók számát különböző becslések egybehangzóan tízezerre becsülik. Ez az összes hallgatói létszámhoz képest elenyésző. Sok, valamely magyar egyetemre jelentkező hallgató megy külföldre egy féléves részképzésére az Erasmus+ európai mobilitási program támogatásával – most már nemcsak európai országok valamelyikébe, hanem távolabbra is. A program fontos követelménye, hogy a külföldön végzett tanulmányokat el kell ismerni, és így a hallgató nem veszít időt a diploma megszerzéséhez vezető úton. (Különböző felmérések azt mutatják, hogy a magyar egyetemek ezt a kötelezettségüket sajnos nem teljesítik, csak a tanulmányok mintegy harmadát ismerik el teljes mértékben és egy másik harmadát részben. Emiatt sok, külföldi részképzésben részt vevő hallgató számára hosszabbodik meg a tanulmányi idő; aki pedig ezt nem vállalja, az eleve nem él a külföldi tanulás lehetőségével.) Egy másik jelentős támogatást jelent az Európai Uniós támogatásból finanszírozott Campus Mundi ösztöndíjprogram, amely többféle külföldi tanulási lehetőséget is támogat, az Erasmus+-hoz hasonló feltételekkel. A külföldi tanulmányok jelentős tapasztalatszerzést eredményeznek, ezért sok egyetem még azon az áron ösztönzi hallgatóit, hogy azok egészen más szakterületen hallgatnak kurzusokat.

A hosszabb-rövidebb időre külföldre utazó magyar hallgatók mellett a magyar egyetemek egyre több külföldi hallgatót fogadnak. Egyes helyeken a külföldi hallgatók részaránya akár már a 30%-ot is eléri. Ez a fejlődés több okra vezethető vissza. Egyrészt a már említett Erasmus+ program befelé jövő hallgatói mobilitást is támogat, és sok külföldi hallgató érkezik ennek révén egy félévnyi részképzésre magyar egyetemekre. Emellett egyes szakterületeken (tipikusan ilyen az orvos, fogorvos, állatorvos képzés) az Európai Unió valamely tagországában kiadott diploma (és ezzel együttjáró működési engedély) nagyon vonzó sok külföldi diák számára. Így ezeken a képzéseken rendkívül nagy számban tanulnak tandíjat fizető külföldi diákok – jó részük az EU-n kívüli országokból érkezve, de találunk jelentős számban például norvég fiatalokat is köztük, Norvégia ugyanis nem építette ki a maga orvosi felsőoktatását, inkább támogatja a norvég fiatalok külföldi orvosi tanulmányait, akik aztán keresik a jobb vagy olcsóbb lehetőségeket. Szintén jelentős számban tanulnak magyar egyetemeken határon túli magyar fiatalok, akik az állampolgárság szerint képzett statisztikákban külföldinek minősülnek. Végül az utóbbi években a kormányzat jelentős számban biztosít ösztöndíjat (Stipendium Hungaricum néven) különböző régiók hallgatói számára magyarországi felsőoktatási tanulmányokhoz. Miután ez is jelentős bevételi többletforrást generál az egyetemeken, azok nyitottá váltak távol-, és közel-keleti, afrikai, dél-amerikai diákok fogadására is. Mára a fenti három nagyobb csoport (orvosképzések tandíjfizető hallgatói, határon túli magyar diákok, egyéb ösztöndíjprogramokkal érkező külföldiek közel azonos arányban tanulnak a hazai intézményekben.

A hallgatók körében végzett felmérések alapján az látszik, hogy a magyar hallgatók közül sokan – a magánéleti és anyagi visszatartó okok mellett - azért nem vágnak bele külföldi tanulmányokba, mert nem bíznak eléggé saját idegennyelvi képességeikben. Ugyanezen okból és a magyarok kommunikációs zártsága miatt is, nem szívesen vesznek részt a magyar egyetemeken számukra is elérhető idegen nyelvű kurzusokon, és nem szívesen lépnek kapcsolatba, nem kommunikálnak az itt tanuló külföldi hallgatókkal. A külföldi hallgatók többnyire jól érzik magukat a magyar egyetemeken és azok színvonalát is megfelelőnek tartják, ám rosszul élik meg, hogy a magyar hallgatók nem kommunikálnak velük, és a magyar egyetemi oktatók munkakörülményeit, feléjük való nyitottságát sem tekintik megfelelőnek. Az egyetemek ugyanakkor jelentős fejlesztéseket végeznek annak érdekében, hogy a külföldi diákok jobban érezzék magukat, még színvonalasabb képzésben részesüljenek, és az oktatók szívesebben foglalkozzanak a magyarok mellett a külföldiekkel is. Ezeken túl azonban nagyon számítanak arra, hogy a hazai középiskolák jelentősen előrelépnek mind a diákok kommunikációs képességeinek, mind idegennyelv-tudásának fejlesztésében, ami szükségesnek látszik a felsőoktatás nemzetköziesítésének további javulásához.

Government Resolution No. 407/2020 on the temporary reintroduction of border control, in force from 1 September to 1 November. and 422/2020. 408/2020 on travel restrictions during the epidemiological preparedness period. amended the conditions for the entry of non-Hungarian citizens into Hungary by a government decree.

A non-Hungarian citizen may not enter the territory of Hungary in passenger traffic - with the exception specified by law or government decree.

Section 6 (1) In the cases specified in subsection (2), the local police body competent according to the place of planned entry into the territory of Hungary, in the case of crossing the border at Budapest Liszt Ferenc International Airport, BRFK XVIII. District Police Headquarters (hereinafter: police body) may grant an exemption upon request.

2. The police authority may, in accordance with paragraph 1, with the exception of paragraph 8, authorize entry if the applicant proves that the purpose of the entry is:

a) participation in a procedural act related to court or official proceedings in Hungary, certified by a document issued by a Hungarian court or authority,

c) access to health care with a referral from a health care institution or other appropriate certificate,

d) fulfillment of an obligation to study or examine on the basis of a student or pupil status, if this is evidenced by a certificate issued by the educational institution,

(e) travel in passenger transport in connection with work in connection with a transport activity, with the aim of arriving at the place of departure of the transport task (place of commencement of work) or returning in person after such work, if evidenced by a certificate issued by the employer,

f) participation in family events (marriage, baptism, funeral),

g) care of a relative in accordance with Act V of 2013 on the Civil Code,

h) Section 6 (1) In the cases specified in subsection (2), the local police body competent according to the place of intended entry into the territory of Hungary, in the case of crossing the border at Budapest Liszt Ferenc International Airport, BRFK XVIII. District Police Headquarters (hereinafter: police body) may grant an exemption upon request.

2. The police authority may, in accordance with paragraph 1, with the exception of paragraph 8, authorize entry if the applicant proves that the purpose of the entry is:

a) participation in a procedural act related to court or official proceedings in Hungary, certified by a document issued by a Hungarian court or authority,

c) access to health care with a referral from a health care institution or other appropriate certificate,

(h) participation in a major church event of international concern; or

(i) a justifiable reason other than points (a) to (h).

(3) An application under paragraph 1

a) may be submitted only electronically, in Hungarian or English,

(b) may also be submitted by a legal representative or by a proxy specified in a power of attorney in a private document of full probative value.

(4) If the entry takes place at the same time and the reason for the entry is the same, an authorized representative may submit an application on behalf of several persons, if the authorization of the persons concerned is attached.

5. In the case of close relatives crossing the border for the same reason and at the same time, it shall be sufficient, for the purposes of paragraph 4, to submit an application in respect of close relatives living in the same household as the applicant.

(6) The application shall indicate the purpose of entry in accordance with paragraph 2, specify the document suitable for the crossing of the state, which is suitable for the identification of the person concerned, shall indicate the identification number of the document and shall be attached to the application.

(a) where possible in the light of the reason for the request, a copy of the document certifying the purpose of the entry in accordance with paragraph 2,

(b) in the case of proceedings by proxy, the power of attorney.

7. An application under paragraph 1 shall be made only

a) an electronic form sent from a company portal or customer portal in the framework of electronic administration,

(b) in the absence of the use of a company gateway or customer gateway, by submitting and submitting an intelligent form available on the police website.

(8) The application shall be rejected by the police authority if

(a) there is doubt as to the purpose of the entry in accordance with paragraph 2,

(b) entry is risky for reasons of (ba) epidemiology, (bb) public security or (bc) national security.

(9) An appeal filed against a decision of a police body shall be adjudicated by the county (capital) police headquarters performing the management of the police body.

§ 7. (1) In order to prove the substantiation of the application, the original copy of the document submitted pursuant to § 6 (2) and § 6 (6) a) (hereinafter: document certifying the substantiation) upon entry into the territory of Hungary shall be a person exempted from the entry ban (hereinafter: licensee) is obliged to present it at the request of the police officer.

(2) If the licensee fails to present the original of the document certifying the substantiation in accordance with paragraph 1, or if its authenticity is in doubt at the time of entry, entry shall be refused.

(3) Upon entering Hungary, the licensee may undergo a medical examination, which he or she is obliged to tolerate,

a) in whom the medical examination reveals a suspicion of infection, may not enter the territory of Hungary,

(b) which is not suspected of being infected during the health inspection, shall be placed in quarantine or official home quarantine designated by the competent epidemiological authority for 10 days.

4. At the request of the quarantined person referred to in paragraph 3 (b), the epidemiological authority competent to issue the quarantine order may authorize the quarantined person, within 5 days, at least 48 hours apart, twice to biological test - SARS-CoV-2 PCR test - to grant an exemption under paragraph 5. By way of derogation from paragraph 1, a person referred to in paragraph 1 may enter the territory of Hungary even if a molecular biological test in accordance with health professional rules has been performed once within 3 days prior to the sporting event, sporting event or cultural event. - SARS-CoV-2 PCR test -

5. If, in the case referred to in paragraph 4, the two molecular biological tests, the SARS-CoV-2 PCR test, show that the SARS-CoV-2 coronavirus is present in the body of a person quarantined in accordance with paragraph 3 (b) was not detected at the time of the inspection, the quarantine authority shall grant an exemption from the quarantine order issuing the decision ordering the quarantine.

Provisions for business and business travel

10 / B. § (1) If entry into Hungary is an activity for business or economic purposes, the fact of which is proved by a non-Hungarian citizen upon entering the territory of Hungary, he or she may enter the territory of Hungary without restriction.

(2) If, during the entry of a non-Hungarian citizen into Hungary, there is any doubt as to the authenticity of the proof of the reason referred to in subsection (1) upon entry, Articles 5 to 7 shall apply. §.

Rules for admission to sporting events and cultural events

§ 12. (1) The non-Hungarian citizen

a) a participant of an international sporting event held in the territory of Hungary, excluding the spectator,

b) a person with a letter of invitation issued by the official organizer of a sports event to be held in Hungary,

c) at the invitation of a Hungarian sports organization or national sports trade union

ca) a competitor with a competition license,

(cb) a sports professional; and

cc) a person involved in the organization of a sporting event

Except in accordance with paragraph (2), you may enter the territory of Hungary if, within 5 days prior to entry into Hungary, at least 48 hours apart, two molecular biological tests have been performed in accordance with health professional rules - SARS-CoV-2 PCR test - certifies in Hungarian or English that the SARS-CoV-2 coronavirus was not detectable in the body at the time of the study.

d) a cultural event to be held in Hungary

da) his performer,

(db) a member of its technical staff

(2) A person referred to in paragraph (1) may, by way of derogation from paragraph (1), enter the territory of Hungary if, within 3 days prior to the sporting event, sporting event or cultural event, he or she has performed once in accordance with health professional rules, molecular biological test - SARS-CoV-2 PCR test - confirms with a document in Hungarian or English that SARS-CoV-2 coronavirus was not detectable in the body at the time of the test.

12 / A. § (1) The event to be held in Hungary

(a) an international sporting event; and

b) cultural event

spectator (hereinafter together: spectator) may enter the territory of Hungary as specified in paragraphs (2) and (3).

(2) During the spectator's entry into Hungary

(a) may undergo a medical examination to which he is subject,

(b) present a ticket for participation in an international sporting event or cultural event, and

c) certifies in a Hungarian or English language document containing the results of a molecular biological test - SARS-CoV-2 PCR test - performed once in the 3 days prior to entry, in accordance with health professional rules, that the coronavirus SARS-CoV-2 it was not detectable at the time of the study.

(3) A spectator may not enter the territory of Hungary if

(a) a health examination in accordance with paragraph 2 (a) reveals a suspicion of infection,

(b) does not present a participation ticket in accordance with paragraph 2 (b), or

(c) there is doubt as to the authenticity of the participation ticket referred to in paragraph 2 (b).

(4) Pursuant to subsection (1), a person residing in the territory of Hungary is obliged to leave the territory of Hungary within 72 hours after entry.

Rules for persons transiting through Hungary

§ 14. (1) A non-Hungarian citizen coming from abroad may enter the territory of Hungary in passenger traffic for the purpose of transit if he or she submits to a health examination upon entry and the health examination does not establish the suspicion of infection.

(2) An additional condition for entry for the purposes of subsection (1) is that the non-Hungarian citizen coming from abroad

(a) have the entry conditions provided for in the Schengen Borders Code,

(b) provides credible evidence of the purpose of the journey and the country of destination of the journey; and

c) entry into the country of destination and, to this end, entry into a state neighboring Hungary on the route of the planned journey is ensured.

(3) A non-Hungarian citizen entered from abroad arriving pursuant to subsection (1) may travel during the transit through the territory of Hungary only on the route specified pursuant to subsection (5) and, with the exception of subsection (4), only for reasons strictly necessary for transit. Thus, in particular for health or technical reasons, he may stop at the resting places specified in accordance with paragraph 5 and must leave the territory of Hungary within the time specified in paragraph 5, but not exceeding 24 hours.

(4) A non-Hungarian citizen entered from abroad arriving pursuant to subsection (1) may interrupt and stop his / her journey on the specified route in addition to stopping at a rest area specified pursuant to subsection (5) only in a technical or medical emergency requiring immediate intervention.

(5) The National Chief of Police shall determine and publish on the official website of the police the road border crossing points for the entry and exit of transit traffic, the route of through traffic, the rest areas and the time frame available for leaving Hungary.
